Vodafone Turns EastQuestion 1. How has China’s entry into the WTO affected Vodafone’s development in China and Hong Kong? How has it affected foreign telecommunications investment in general?
Answer: In 2001, after practicing a policy of protectionism, China entered into WTO with the aim to uplift its international trade. Also according to WTO treaties Hong Kong became a member of WTO in its own right despite being a Special Administrative Region (SAR) of China. At the same time of entry of China into WTO in 2001, Sir Christopher Gent, the CEO of Vodafone at that time, announced their expansion plan into Chinese market and opening of new offices in Beijing and Hong Kong. They formed an equity alliance with China Mobile Hong Kong Limited (CMHK). For this alliance Vodafone initially purchased 2.19pc stake from CMHK at a cost of $2.5 bn. The stake was increased to 3.2 pc in 2002 by purchasing further shares worth of US $ 750mn. Because of this alliance and Vodafone’s strong international strategy and technologic expertise made CMNK strong and have brought new opportunities. Companies such as China Unicom etc. faced enormous competition and had to change their strategy.

There is strong public pressure on consumers to provide more information, they are pressured to choose information and there is not a strong public debate regarding what is best information in the digital age, a very important issue in the digital era, especially in Europe.
Consumer organisations, such as the Electronic Frontier Foundation (EFF) and the Alliance for Consumer Rights (ACR), have been taking control over these media outlets which are critical to the right of consumers. In the last few years this pressure has started to develop to the point point where media outlets such as The Electronic Journal have been calling upon us all to fight for their rights. In 2008, a group called Consumer Information Group (CEG) was formed to fight for consumers’ rights within the US and internationally. CEG is a voluntary organisation of people in various sectors of US media, in which their members, employees, and contractors are paid to ensure the well-being of their customers without regard to gender or race, national or ethnic origin or any other considerations of political, economic or social values. CEG is seeking to protect consumers’ rights to access their free and confidential information with minimal interference by government authorities, private businesses and other providers (even at the state and municipal level). CME is an umbrella organization that promotes the free, fair and effective dissemination of consumer information, free from surveillance or restrictions. CEG provides legal and oversight services such as legal proceedings regarding legal actions, legal costs and consumer rights. The Council on Consumer Rights of the United Nations (CERUL), a Council of United Nations of states (COU) created in 1991 by the World Trade Organization (WTO) aims to provide consumer protection for all its members by promoting the free and effective use of consumer rights as a public interest, making decisions on the relevant issues and ensuring the protection of consumer interests as well as promoting the free market. This has become especially the case when CERUL promotes and supports consumer rights within its corporate policy or services. Consumers are already taking notice of CERUL and their advocacy of free and voluntary media in the USA and elsewhere, leading to an explosion in consumer rights and to a new global dialogue on “consumer rights.” Consumer activists are organizing and mobilizing to advocate for consumer rights in every state and region of the world.

The integration of Vodafone and CMHK was strengthened by increasing cooperation in many business areas like new product development, better customer service and increased target market.
In addition to steady growth in the Chinese market, Vodafone also aimed at Hong Kong market by creating a partnership with SmarTone, which is a leading mobile operator in multimedia services in Hong Kong. SmarTone became SmarTone-Vodafone, which allowed Vodafone to create its presence in Hong Kong market. Due to this partnership agreement both companies collaborated in delivering products and services to international travelers and domestic customers.
For entering into WTO China agreed to open up the basic telecommunications to foreign companies for international trading and also agreed to the
