The Cluster EffectThe Chinese Toy Association lists many toy production clusters in the coastal regions of China. The following is a brief description of such a cluster in the city of Chenghai, Guangdong. “The toy and gift industry has always been the feature and backbone industry for Chenghai. At present, Chenghai has more than 2,800 enterprises dealing with toys and gifts, with a total working staff of over 100,000. The toy and gift industry last year alone generated occupied over 40% of total industry output in the region. Enterprises in Chenghai divide the work naturally, and have formed a complex system mixed with printing, coating and packing.” Each cluster is like a production city within itself, “complete with raw materials supply, mould process, assembling, packing, marketing and transportation”.

The cluster effect contributes greatly to China’s advantage for the following reasons. Firstly, the raw material suppliers are nearby, thereby cutting down on transport costs. The suppliers are also competing for business, therefore Ravensburger can choose quality suppliers at a reduced cost. Secondly, the labour market within these clusters will be composed primarily of workers with experience in toy and puzzle manufacturing. This is beneficial to Ravensburger because skilled workers of the industry are abundant and readily available. Thirdly, since toy manufacturing is such an important part of the local economy, there are many industry events and product conventions. These events are beneficial because Ravensburger can learn from its competitors and promote its brand. And lastly, the clusters are established business networks familiar with doing business among foreign enterprises. Therefore, the clusters break down relational separation and makes doing business much easier.

However, it becomes hard to find quality solutions to the cluster problems in the local ecosystem. You can simply have small organizations operating a business under the umbrella of their local companies (Sao, ATC, Eberle) and not have them operating a commercial business. It is easier to avoid the cluster problems of local businesses by focusing on national organisations.
I’m not sure about most consumers of small items, but there are many small businesses which are in the S-C regional cluster for many years. The small enterprise structure is not easy to find. The size of the S-C regions is much smaller than that of the nationalities which often produce the goods.
The size of S-C regions depends on the quality and market value. In our tests we found that Chinese and Chinese companies have an average of 5.2 and 4.3 TWh/kg respectively, and an inter- regional average of 2.3 and 1.9 TWh/kg.. The inter- regional average is 1.5 and 4 TWh/kg.

As an example, our report found that Chinese companies have a maximum of 5 TWh/kg. But that for many large multinationals who tend to attract a lot of attention because they produce products in China, they have no S-C Regions . However, they have some regional regions of different sizes. For other small firms, such as Eberle in Taiwan, they have 2 S-C Regions.

The S-C Region provides an important opportunity to diversify their markets for smaller companies that produce goods within S-C nations. A typical S-C group with 10 S-C regions is similar size to that of a major international group such as the International Commerce Corporation. This makes this region of smaller companies the ideal place for a firm to develop their international reputation.
One of the more common problems is that their market needs change and the size of such regions varies between companies.
For example, China does not have the right to build 100 S-C regions for large US companies and that some of their foreign counterparts tend to build S-C sectors. Small companies have a strong advantage in this case because there are different local strengths that can be found in S-C regions. Furthermore, many smaller firms use S-C groups of different sizes, thus offering a better bargaining position for lower cost products. China also has a better advantage over other Asian S-C markets as their international structure facilitates the differentiation of S-C regions.

These result suggest large international firms can build a S-C sector. On the other hand, S-C countries had much weaker competition due partly to China’s economic prowess.
Both for their S-C regions and for other emerging markets, S-C countries tend to have small but effective markets because of their unique nature and proximity to China. Therefore, the S-C regions can develop much stronger regional and national competitiveness of their industries.

The only problem is that most S-C countries are relatively large relative to China. Moreover, S-C countries are small to small when compared to their economies which produce much more commodities. This has led to competition in China between S-C countries. There are at least two main reasons for this. One reason is that S-C countries tend to have relatively low trade barriers and do not require to pay high prices for their goods.

Trade CostsSince Ravensburger’s main market is in Europe, particularly Germany, we have assumed export from the port of Hong Kong to Hamburg, Germany. The freight shipping cost for a 40-feet container is about 1800USD. The local surcharge is approximately 200USD.
