History of industrial relations in AustraliaAustralia is a nation that was colonized by the British. Australia is wealth of mineral and energy resources that highly needed and is sparsely populated. It was found in 1901 and former colonial government established Commonwealth of Australia and then insisted federal government to have jurisdiction over employment and industrial relation. Australia has small population that 18 million people living in this country and gross domestic product (GNP) of $392 billion. Australia major in service sector that also predominant in United States (USA) and Canada. For 72 % are working in service, 23 % in industry and 5 % in agricultural sector.

On the other hand, high levels of union membership, including wages and benefits for the highest-paid workers, may reduce worker bargaining and lead to reductions in the quality of the collective bargaining system (Gillman, M., Hoevela, W., & Tait. 2005). This positive effects on labor satisfaction are likely to be partially associated with increased union member participation and increased union participation rates. These benefits may also be associated with the effect of union ownership on workforces, which can lead to the increased employee participation and increased work force turnover (Hoevela, W., and Gelles W. 2004).
Employer attitudes to unions also seem to affect employee perceptions of their own union and that of their employers. In a recent survey, 63 per cent of union members thought they owed a part-time salary when hired. This perceived debt was higher than on the general level (75 per cent) but it significantly increased among the union members only. In addition to the increased bargaining activity associated with increased membership of a union, this perception of its importance and impact has varied over time. For example, over time there has begun to be a noticeable increase in the level of union memberships when workers are asked to pay a large sum of money to a union to continue working their business as it goes. These same union members will also pay for pensions to members of the union if their benefits are not paid (Doehner and LeCun. 2004), but workers’ unions are not often given the opportunity to vote this off if they are not paid in full as the union’s dues are generally paid in more than one lump sum (Chasey & Boonier. 2008). It is of interest that workers’ unions are included in the national list of the top fifteen unionised employers under the current “Unions Canada for Canadian Canadians” scheme. It is important therefore that management and union members have the opportunity to fully understand the impact of unions on employees’ union membership and work force participation (Sewall-Smith & VanSneeland. 2010). The effect on morale of union members may be mediated by the association of an increase in union membership with the economic climate, relative to the general rate of union membership increases in Canada, which in turn impacts the wages and work force strength of unions. In contrast, union membership in the United States is higher and in contrast to the overall labour force size, union membership in Canada is lower. While it might be possible that employment in the United States may be at the edge of decline as the economy improves, it seems unlikely that the labour force is going to recover to its level when wages are still too low.
