Many police officers specialize in different areas of the department, to help eliminate certain criminal activity in the communities. Such specialized functions are gang, and drug enforcements. Many people feel that when specialized police focus on one area, they alienate another section of the community. In the following paragraphs, I will explain how these specialized functions serve their purposes, for the betterment of the communities as a whole.
The Definition of the Critical Issue: What is a “Critical Issue”?
Every police department has experienced a serious situation. This is where a police officer will often feel that his or her department has failed to “protect” individuals or the community from criminal activity. He is also dealing with the police department’s own internal problems, like lack of effective response to certain issues and problems in the community. While officers will often believe that a problem is within the department’s control, it can lead to a breakdown in order to deal with the problem at hand. For instance, it may be difficult to respond to crime at a time that is important to most residents. The problem may be resolved when one’s community or property is safe, without fear that the person or property in question is going to commit a crime. In a serious situation such as this, a single police officer, who was responsible for traffic, may realize that he or she is a “bad cop” for failing to “protect” others.
Unfortunately, a major problem in many departments is that too many people, many officers, may not even use their department’s special equipment or resources. Instead of looking at the problem, officers should have been doing a better job of responding and handling that problem. The problem arises because too many officers can’t handle the task of maintaining peace and order in the community. This can lead to the “systematic breakdown” of the community. While the problem is not always simple, one solution can be made easier by recognizing the system. While most people do not realize how important they are to a community, it is difficult to know how they will feel when the system is broken. In his Critical Issue Report from 2004, Dr. John K. Browning gave several detailed instructions to police officers:
Use all your abilities and resources to make sure that you have the best understanding of your duties and responsibilities. If in doubt, ask the officer before putting on a police uniform when you are on duty.
This does not mean that a police officer will disregard an officer’s right to protect his or her home or any property for his or her safety or those of fellow officers. In fact, these individuals are more likely to put themselves in the best possible condition to protect the safety of the community. In some cases, these officers will be aware of who their community has become and would like to protect themselves. In others, they may not be aware of the community and may be too ashamed of themselves to be involved. What happens if a member of the community is placed in danger because he or she lacks the proper equipment? What if the crime, or situation, makes the citizen do something wrong? These problems do not present themselves in isolation. They can occur and will happen together. But those are the basic necessities of the job you have or that society places on its citizens.
The problem of “Critical Issue” is that when officers believe that such a situation exists, they do not take into consideration the problems or issues in the community. This is because they have limited abilities that could allow them to better help people in similar situations. Police officers can be an ideal partner because they can ensure continuity when there are a number of issues to deal with, but they are not the best partners because the individual officers have limited capabilities that can be used for such a purpose. Without their expertise, a citizen who cannot help anyone will fail to fulfill the needs of his or her fellow officers. The officer should only use what he or she can get to solve the problem, not what he or she can get to fix.
What is an “Institutionalized Problem”?

When specialized police serve the community, they are helping eliminate problems by sections, to solve problems as a whole. By conducting effective policing in this manner, they could eliminate the small problems, before they become big ones. If officers specialize only for the drug enforcement unit, and he/she take a good amount of drug dealers off the street, than that alone could eliminate the possibility of other crimes from occurring such as murder, homicide, or robbery. That is the same for gang control units. When police focus on gangs, they could eliminate drug traffic and violent activities. Many problems of the communities are gang related, most gangs do everything together, sell drugs, participate in robberies, drive by shootings, and have turf wars. By policing in special units, these problems are being solved by focusing on one group but helping the community completely.
