In the early days, only the Brahmin boys were required to get education as per the division of jobs. Over the years, the Brahmins became the only ones who could provide education to kids and served a barrier for the castes to get education. This historical barrier along with the focus on tertiary education post independence, has resulted in India having lowest number of literates in the world. According to 2001 census, one person out of three people is illiterate. The inefficiency of education reach can be seen while comparing the states. For example, Kerala has 90% literacy and Bihar has only 39%. This efficiency in the state of public service delivery along with high teacher absence and low teaching activity has been keeping the learning levels low for the primary and secondary students. The question now arises is, how can we improve both quality and the reach of the education to lengths and breadths of the country specially the rural population since the connectivity and reach is not great there. After studying the current situation of primary and secondary education in India, here are the gaps which we feel should be addressed:Gap 1: Low quality of the primary and secondary teaching faculty in the schools.End GoalTo ensure that the primary and secondary students in India get appropriate quality of education. Have a standard entrance test for all students with varying difficulty based on certain factors. This will ensure we have better enrollment Have review tests for teachers frequently to ensure their quality doesn’t dip and thereby ensure the overall education quality remains intact Ensure public government campaigns highlighting the importance of primary and secondary educationEnsure there is holistic development of the child by paying equal importance to sports, cultural and other literary activities thereby infusing added interest in the child to come to schoolRenew the campaigns like Sarva shikshan abhiyaan which was very successful during its days with exciting jingles and multiple advertising campaigns by the governmentSchools should have continuous communications with the community in the rural areasGreater exchanged between the established schools and the emerging schools that includes mentoring of one school by the other Appendix1:Values of the consumer of the reportGirishGirish is a pragmatist and he evaluates the steps taken by any authority in its absolute terms and not depending on who the authority is.
