Resource allocation methods differ for time-constrained and resource-constrained projects. For time-constrained projects, resource allocation is not an issue. A project manager will typically assign resources to make sure that the project completes on time. Since budget is not a constraint, adding more resources typically is an ideal method to solve this problem.

On the other hand, for a resource constrained project, more resources can not be added easily. Deployment of existing resources is usually the first thing to do. One needs to identify areas where one resource can be more productive than the other and deploy the more productive resource in to that area.
