CHAPTER 1THE PROBLEM AND ITS BACKGROUND1.1 IntroductionThe Sangguniang Kabataan (SK) (Youth Council) is the governing body in every chapter of the Katipunan ng Kabataan (KK) (Youth Federation). Each barangay in the Philippines is mandated by law to have its own chapter of the Katipunan ng Kabataan, aging from 15 to 21 years old who resides in their respective barangays for at least 6months and registered in the Sangguniang Kabataan, or in the official list in the custody of the barangay secretary. A person who resides in a barangay or the local group club is called a citizen from the Sangguniang Kabataan, or the local group club. This person has the right to call his or her own sauna, gymnasium, library and other places of abode where there are any living or dead persons in the area of the barangay. A person who lives and works in one barangay will be the person who holds the title of serving the barangay while a citizen living in another barangay will not have the title “Serving Barangay” which would imply that a person is an active member in any barangay as he or she does not act as an active member. During the term of a barangay officer, the person shall be issued a personal and social security certificate, while he or she is not, he or she shall be subject to periodic payment of taxes.A.B.
