Around 1880, Quebec introduced a taxation system to charge certain direct taxes on business corporations such as banks and insurance companies. Until 1917, Quebec received all of that revenue. The federal government basically copied its tax revenue from certain consumer goods and customs duties.

In 1917, Canadians were asked to contribute to the war effort. The federal government introduced a direct tax on private income and business profits. Although this was introduced as a temporary measure, the income tax has become a stable source of revenue for the federal government. Quebec taxpayers have consequently paid federal income tax since 1917.
