In this case, governor brown should be very cautious while handling the matter to avoid conflicts with the community while oil has been discovered. In this report we are referring to the Indian tribe living California as Hacama and the Indian reserve as the South Mojave Reserve. There is only one tribe living on the reservation but the governor should also consider Native American Indian living in Arizona. The California Indian Council did not make any demand for bilingual education for tribes in Arizona, but policy planning clearly has to bear the ‘Arizona-complication’ in mind. It is important to provide bilingual education in Arizona to avoid future conflicts in case this tribe feels left out. Oil resource is of great importance to a country and at the same time it is very expensive to import. Therefore, the government should find a way to negotiate the possibility of oil exploration in California’ and make the residents understand importance to the nation as a whole. In order to explore oil reserves in California, the native Indian American residing there, demand that should be provided with bilingual education in the first place for them to allow exploration to take place. Bilingual education involves providing education in two or more languages; that is the native language and any other language offered to children in their early years in school. This is provided to ensure that young students do not fail in subjects such as social sciences, mathematic, and social studies if taught in English. Research has shown that, bilingual education has helped children in their education, such that they are able to transfer the skills learnt in their original language to second language later.These reservations have the legal status of private property, in the same way that the land on which individual residences are built is often private property. To be effective in providing bilingual education to the Hacama people, the government needs to know their population size in California and also, know the amount of oil available. California has a total population of 33351 Native Americans. American Indian Native alone in the year 2012 was 1.7% of Californians total population and 1.2% of U.S total population (U.S. Department of Commerce n.p).Providing bilingual education to Hacama will satisfy the Indian tribes, but will create other problems.  Major issues that this will most probably raise are: How will other minority language groups react to the news that Native American Indians will be provided with bilingual education?  Will this result in claims from other groups for bilingual education, and if so, how can this situation be dealt with?  To be able to solve such problems the governor needs to understand the current government policies on providing bilingual education, understand funding requirements and also the pros and cons of offering bilingual education. When bilingual education act (BEA) was formed in 1968 it brought significant changes in cultural diversity in the United States. It provided equal educational opportunities, this as a shift from anticommunism that existed from 1950s. The act recognized that; the US government was responsible for providing education to the US immigrants and provide bilingual education projects, on state, local and federal level. In terms of funding, all district schools were provided with federal funds which were in the form of competitive grants. This act was amended in 1994 and the court ruled that it is the duty of every parent to take care of their child’s needs including their education. This issue still remains highly debated. There, it will be risky for brown to promise that the government will offer bilingual education to the Hacama. If he decides to promise them bilingual education it might end up being cost ineffective. The research project might be forced to fund the bilingual education requirement if the government does not agree fully on providing the funding.
