Under the managerial leadership of the previous director, there had been an inquiry into the death of a female sloth bear, a giraffe, and a hippopotamus. According to City Zoo employees, the death of the three animals might have been caused by poor communication between workers and their supervisors.
Some staff haver also complained about poor leadership by executive director William Lau. Employees complained that he frequently yelled at them and did not acknowledge their value. This created fear among employees to the extent that they hesitated when it comes to expressing their concerns with regard to the animal’s wellbeing. One of the senior employees at the zoo also felt that he was being alienated from the decision-making process and his authority at the zoo was diminished. In short, the case presents a situation characterized by poor-decisions making and lack of leadership. The case also exhibit scenarios of resistance to change, problems with job design and a culture of fear, which have contributed to the troubles being experienced at the City Zoo.

However, there is no official cause for terminating a person. On January 27th, 2014 the Board reported that they had found no further violations of protocol. A report from December 2- 4, 2014 states: “A representative of the City Zoo confirmed that staff are conducting an internal investigation. This was due to the fact that many staff were removed from the zoo because they were in breach of protocols and the staff found no evidence of abuse, especially among personnel who were paid to work there. ” As this is the first time that a manager has been suspended in an administrative dispute of this nature, the staff will continue to pay staff who are also assigned to take a disciplinary leave. During the investigation, staff members confirmed on December 30th that staff and supervisor of the zoo found no other evidence of abuse of staff members who were being paid and that staff members had been paid for work that had not occurred at City Zoo. “On the evening of December 30th, 2014, the head veterinarian of Animal Services confirmed that the department’s chief of staff, Mark Harris, was suspended temporarily for two weeks in a “lack of performance.” Although Harris, who was replaced by a new supervisor for a month, was hired after the Board accepted a report, he still took up the position on December 26th. On December 26th he informed the Board of the new supervisor’s job search. “On January 6th of this year, the City Zoo reopened because we had concerns about the presence of bears. On January 6th, we took the decision to close City Zoo, as our safety and well-being was compromised. ” This was not an accident at City Zoo, but merely the unfortunate fact that the zoo needed to keep the zoo quiet and avoid any public relations issues for the time being. ” During the investigation, staff were also found to have paid staff staff (including supervisors and manager) to work at City Zoo.
