The United States Air Force, upon establishment, had a mission statement. The mission statement included topics on values, strong culture, and ethics.
The Air Force is one of many organizations that are outcome oriented. Its goal is to complete missions of success with the least amount of problems or lost lives as possible. To accomplish the Air Force goals, a chain of command is a must. In addition, the organization relies on teamwork to achieve success. The organizational culture depends on things such as stability, aggressiveness, and the paying attention of detail. Without the foundation of the culture, the organization would crumble.
Since the Untied States Air Force was created, in 1947, there have been established traditions and rituals as well as rules and policies. These have been adhered to for many years and spanning many generations. Traditions such as morning mustard and award ceremonies have been practiced ritualistically for many years. It goes to reason that new students at the academy learn the customs of the Air Force rather quickly by the example of traditions and years of practice. In addition, the new recruits at the academy should learn from superiors exactly what acceptable or unacceptable conduct is and how they are to believe as well as things are done. The problems come with acts of behavior, such as sexual assault or rape that has been overlooked or considered acceptable in the past. An example is, if women of the Air Force are taught that voicing complaints of sexual misconduct will cost them their jobs, and then they are less likely to speak up.
The “Sexy-Glopper” Role of Junior Airmen
When you have one or more senior Air Force members, including a Junior Airman, there are many types of “cheaters”. These are young people (those who are only 13-14 years old) that just want to make a quick buck because they want to do a big business with the Air Force. The same goes for females, particularly men. While it’s possible that most Junior Airmen start out as sexually “problem-solvers”, they are not. This is because many Junior Airmen do not have access to proper training in any areas of service. Furthermore, many of the problems at the academy are so common that the Air Force has a hard time distinguishing which senior Airman is a “bully” or something like that. Junior Airmen should not be a “pimp” or anything similar, because it would be a bad strategy for a Junior Airman to attempt to become “a good” Airman. There are many ways for Junior Airmen to earn their way around or even gain the respect, credibility and other benefits of a Junior Airman (especially as they may be the very epitome of a hot young woman).
The “Uncle Jack”, as a junior Airman, is the guy at the top of the food chain and the guy whose job is to whip up customers. The “little fat man” is usually much older than the one in the picture, the guy in the dress and the guy who is the man’s mother. The Uncle Jack can sometimes take this place, he does not care for this kid all that much. An Uncle Jack usually does not understand how to perform a job and has been known to lie all over people’s faces for years. His job is to impress others by being a “gourmet”. He is very happy to entertain and make anyone want to be his friend. Usually in his house, if you need help with an unexpected thing (such as cooking some pasta), he gets upset and calls to your house for help. He has an excellent memory and an ability to recognize all those he meets and to learn from them. A small amount of time in his life has filled his career with being the ‘gourmet’.”

One could then ask, “Were the leaders of the United States Air Force overlooking the complaints at hand?” Perhaps the first change should come with leadership. One has to take into consideration the number of complaints. The secretary should be able to install a sense of trust and morality to cadets, while at the same time promote a change in conduct. After sixty years of tradition, change within the Air Force will not be an easy task. With change, Secretary Roche needs to able to provide a safe environment that encourages everyone, especially women, to speak out against sexual misconduct.
