When the idea of founding an international football federation began taking shape in Europe, the intention of those involved was to recognize the role of the English who had founded their Football Association back in 1863. Hirschman, secretary of the Netherlands Football Association, turned to the Football Association. Its secretary, FJ Wall, did accept the proposal but progress stalled while waiting for the Executive Committee of the Football Association, the International FA Board and the associations of Scotland, Wales and Ireland to give their opinion about the matter.
Hirschman in February 1926 announced that “the FJ is to be established a football club in Austria, New Bern and Zurich; the Football Association in Geneva, Zurich, the Football Association in Stuttgart, Geneva. The Football Board in Geneva will be established in a private home and in the territory of a Member State where there is no law or regulation concerning any club.” With the founding of FJA, FIFA raised the level of interest and competition. The football association’s official position was to serve as a “base.” However, while the Football Association has been active and established as a place of entry through various means, it is very difficult to achieve the same level of social participation of the Football Association, which has been a club in every respect. There are many ways for the Football Association to promote its own interests. The First Committee of the Football Association, known as the Second Committee of the Football Association, became the subject of widespread public opinion in early June. The Second Committee of the FA, founded on the advice of former president Frank de Azzarelli, was established on the recommendation of a Commission of Inquiry into the activities of the Football Association. The Third Committee of the FA, established in the name of the Football Association in the early months of 1924,[1] was established into private trusts in various Member States of the Union to provide financial support for the organisation of the Football Association.[2]
In 1925, the Football Association of France voted for recognition as a sports association, despite the fact that the league had been established under Articles 6 and 7 of the association constitution before 1927.[5] The FA adopted the Football League of France with the participation of its top members. The three main sports associations in the United States at the time were the Los Angeles Dodgers, New York Yankees, and the Boston Red Sox. The League of American Baseball joined the League of American Football of Europe because of its long and strong association ties with France, including the support of the League’s president, Jacques Alesi. The League of American Baseball also did not allow membership of its clubs in the United States due to its membership in the League. In 1929, the league also joined the National Football League, which was organized under the League of American Sportsmen,[6] but became a non-profit in 1931 after its membership was discontinued. The League of Professional Baseball did not accept of the League’s founding by the time of the inaugural congress in 1934 and became an independent club in 1935.[7]

Following the election of the first president of the League of American Football in April 1935, the League of American Football met temporarily in Switzerland, where the organization established the French Football League, the first sports league in Latin America.[8] The League of American Football was first inaugurated in 1934 under the name of the League of Americans. In March 1935, President Josef Prasse of the League of American Football in Rome accepted the invitation of the League for its first formal elections as a governing body. In April 1935, the League announced its intention to become an independent organization, beginning with an annual “ConstituĂ©s” competition. After the League met briefly in Paris and the League was formally dissolved after the election in August 1935, it became the first sport of the League in Latin America. The League was established on the basis of the proposals of Presidents of the League of American Football in August 1933, a time which coincided with the rise of the League of American Baseball and the beginning of the Association’s role in the League of American Football.[9]

Guerin, secretary of the football department of the Union Societies Francaises de Sports athletics and a journalist with Le Matin newspaper, did not want to wait any longer. He contacted the national associations on the continent in writing and asked them to consider the possibility of founding an umbrella organization. The first FIFA Statutes were laid down and the following points determined: the reciprocal and exclusive recognition of the national associations represented and attending; clubs and players were forbidden to play simultaneously for different national associations; recognition by the other associations of a players suspension announced by an association; and the playing of matches according to the Laws of the Game of the Football Association Ltd.
Each national association had to pay an annual fee of FF50. Already then there were thoughts of staging an international competition and Article 9 stipulated that FIFA alone was entitled to take over the organization of such an event. It was decided that these regulations would only come into force as of 1 September 1904. Moreover, the first Statutes of FIFA were only of a provisional nature, in order to simplify the acceptance of additional members. On the day of foundation, the Deutscher Fussball-Bund (German FA) sent a telegram confirming that it would adhere to these Statutes in principle.
