The administrative agency which controls the regulation that I chose for this assignment is the Federal Aviation Administration (FAA).The FAA is the agency of the United States Department of Transportation, it has ability to control and manage all aspects of civil aviation in the U.S. The regulation that I became interested in is the Prohibition on personal use of electronic devices on the Flight Deck. The reason why I chose this agency and the proposed regulation is because my sister and my daughter work as a flight attendant for Virgin America. As electronics and technology is increasingly becoming popular and adopted in todays world, it is also becoming dangerous to work as a flight attendant. My daughter told me of a time when her plain went out of control upon landing because the pilot was trying to text message his wife about his arrival. It is very dangerous for pilots to text message or email while the plane is in operation. Flight members whose attention becomes averted due to them using electronic devices are putting their lives, the crew members lives and the passengers lives in danger.

The Prohibition on personal use of electronic devices on the flight deck rule would prohibit flight crew members who are in the plane on duty under part 121 to not use personal wireless communications devices or laptops for personal use while on the flight deck while the aircraft is being operated. This rule is intended to ensure that no challenges or obstacles are faced due to the loss of flight members awareness. In 1981 a similar rule called the “”Sterile Cockpit” rule was ruled to ensure that the environment on the flight deck was free from possibly dangerous distractions. The rule states that air carriers shall not require their flight crew members to perform non-safety related duties during critical phases of flight and that flight crew members shall not conduct non-safety related activities which could cause distractions on the flight deck during critical phases of the flight. Furthermore, the Sterile Cockpit rule further states that the pilot-in-command shall not permit or demand any activity that can distract flight crew members during a operation of the plane. The proposal of the Prohibition on personal use of electronic devices on the fight deck was amended on February 14, 2012.
