Therefore Perbadanan Labuan has allocated a land for the establishment of Labuan Halal Distribution Hub (LHDH). The LHDH complex will be the heart of Halal industries for Malaysia. This is also the first halal hub that introduce tracking and traceability in this regions.
The LHDH is created to facilitate the collection, distribution and supply of Halal food. Its main objective is to be a hub which Halal produce from the regions around Labuan is brought for storage, processing, certification and distribution to regional and global markets and vice versa. Facilities in LHDH include fish landing sites, seafood processing facilities, food processing factories, warehousing and cold room and ice making facilities, other supporting infrastructures and an administration and marketing office.

Thus MS1500:2000-Halal Food: Production, Preparation, Handling and Storage – General Guidelines, developed by SIRIM, was revised based on input from JAKIM and the Research Institute of Standards in Islam. The new comprehensive Halal food standard MS1500:2004 incorporates guidelines defined in MS1514-General Principles of Food Hygiene, MS1480-Food Safety According to Hazard Analysis and Critical Control Point, the guidelines for good hygiene and cleanliness practices for small and medium
LHLHA. This standard has been presented to the government of Malaysia for the first time; its main objective is to safeguard the health and welfare of Malaysiais consuming and reusing halal food.
On 11th April 2002, President Malaysia’s government approved a draft law in response to a petition from Malaysia’s National Food and Agriculture Federation (NSAF). It has drawn up new Guidelines to safeguard Malaysiais’ food industry from potentially serious health risks and to address the problem of inadequate nutrition in a low supply context. By the end of 2003, Malaysia has achieved its goals: the minimum nutrition standards of 1.0 per cent of total food sold in the country by 2012. This has more than doubled to a maximum of 2.4 per cent in 2013 from 2.3 per cent in 2013. LHLHA has also adopted several other guidelines for halal food quality and has been working throughout the world to promote a greater focus on the health of Malaysiais in its own market.
In the wake of the global public awareness campaign, Malaysia’s Minister of Health Tan Sri-Yasmine announced in October 2003 that Malaysia would take a step with the introduction of the national food and marketing standards. While Malaysia has a market of over 100 lakh, the public awareness campaign resulted in the establishment of the MS1500:2004 system for public awareness of Malaysia’s food safety. Malaysia’s Ministry of Public Health established a special panel appointed to assist Malaysian consumers with access to safe food, marketing of products appropriate to their eating characteristics and consumer sensitivities to health problems and related factors such as nutrition deficiencies and problems with allergies. MS1401 is on the shelf at all government retail stores in the country. It is made as a special item for Malaysia for three years after the introduction of the new food and marketing standards.
The first National Food and Agriculture Federation-led effort to promote Malaysia’s food and food services at affordable prices began in 2003. The campaign was supported by the Food Industries and Markets Association of Malaysia (FMEMA) and the Malaysian Council for Agricultural Research. It was initiated in 2005 by Tawang-Tawang, whose focus was the market place for the fast food sector in the country, and the Asian Consumers Association. The Malaysian Council for food and food marketing met with more than 140 industry representatives to discuss Malaysian food products. In June 2007, FMEMA’s president, Yoon Chanjoo, recommended FMEMA and Malaysia’s government to form the Malaysia Federation of Food Enterprises (MFA). FMEFA’s proposed model project is aimed at creating fast and localised food supply chain and also on reducing the barriers to access to health-related products.
LHLHA became a global authority, in particular to promote the development and implementation of Malaysia’s food and food services and to protect Malaysia’s well-being by providing an integrated food and agriculture system that is sustainable and environmentally responsible. As recently as January 2010, Malaysia’s government issued this government policy statement to ensure that Malaysia’s domestic food supply chain meets all the basic requirements for the national food or agriculture policy. In February 2011, the Malaysian prime minister announced: “Mailing lists, blogs, magazines, websites and magazines will all become a major source of revenue among people in Malaysia and worldwide, especially for the development and development of food products.”
