1. IntroductionThe purpose of this visit is to experience the practical aspect that learned the text book, which make a contribution to further understand business practice in the reality.
BlueScope Steel is a flat product steel producer with operations in Australia, New Zealand, Asia, the Pacific and North America. It was spun off from BHP Billiton in 2002 as BHP Steel and renamed BlueScope Steel on 17 November 2003. The BlueScope Steel not only lead world with providing steel building solutions for building materials area. Which is proud to be sponsor of Australia pavilion in the World Expo 2010 Shanghai. But also is a leading global provider of high quality metallic coated and color coated steel products supplier. In 11th March, we are pleased to visit the BlueScope Steel group, through which make me further understand about the layout strategy, sustainable development project and human orientated as well as advanced logistical ideas.
On behalf of both BHP and SIT, I would like to stress the following things. All BHP subsidiaries are members of the China Industrialization Consortium, a multi-national group comprised of the leading Chinese technology companies working for more than 20 years.
1. BHP has taken a strategic decision not to invest in the technology as we see it will impact on manufacturing in China itself. Although its main business is for steel production, it has no direct role in the development in China of a new steel category. Since the Chinese people have been extremely skilled at manufacturing steel, and there were many in the Chinese people who did not use other companies, the need for a new steel industry, or other sources, would be great. In light of this, there are many issues in China on the Chinese side, which will need to be resolved. As one such issue, BHP is in the early stages of looking into a plan to build a new type of steel for non-tangible metal (N-Metal) products.
However, it is hard to say that they would not consider an N-Metal product such as N-Metal being available in a Chinese manufacturer with the current supply chain. The question we have is not about buying new machinery, but about making new ones that will benefit from high technology. It’s not something that we were trying to do, but to have real leadership when we look outside China.
It’s important to note that with the Chinese steel market having the biggest potential, any change in the way Chinese consumers purchase and hold their equipment, or even the Chinese government’s decisions on this, could only come if the Chinese government did not take the lead from some of the other major manufacturers. We strongly believe that the Chinese Government has done a lot less for itself than other non-governmental Chinese bodies such as the R&D and industry. We are actively campaigning for legislation as well.
We are aware that there are some concerns raised since the government doesn’t like China buying its own products. While we support a free trade policy with China, we also think that for too much time it has cost our Chinese customers dearly and we don’t view that as a very good thing. But we do appreciate China’s role in helping our countries develop the industries necessary for long-term growth. If we didn’t understand that, this would not work. However, we recognize that the Chinese government must take a lot of action to help improve its country’s environment in its own right as well as with its products.
As a company concerned with our product and industry opportunities, we have made many efforts to help improve Chinese competition by working to make China have more and better products.”

The BHP Corp Corporation is the largest Japanese-American steel manufacturer. And just like the US Steel Corporation (PWC), it makes BHP’s latest steel products, including steel components. When the Japanese-American steel industries got the first of the world’s highest incomes in the 1970s, its steel plants were at the forefront of economic development — they opened for the first time, producing the world’s largest U.S. market at the dawn of the industrial age. The Japanese-US steel industry has had a long history of innovation, not just in terms of its steel industries. BHP pioneered the manufacturing of the FĂĽhrer-Honda Motor vehicle on the first-ever Japanese-US assembly line, then made other unique steel products, such as the Ligotti-Titan motor car, the Maserati Type I supercharged truck, the Zaku-Zamatsu R-Class helicopter, and the Yantai-Tec XE1 motorcycle. In addition to the Japanese-American production of steel products, the U.S. giant Lignite (NYSE: LVI) was a leader in the fabrication of advanced industrial-strength steel and steel systems. More than 70 percent of Japan’s manufacturing facilities are connected directly to the U.S., which is the world’s largest steel producer, and is responsible for around one third of the global production of steel, making it the world’s largest steelmaker (in terms of production). The U.S. also generates around 25 percent of the global steel market, and more than 10 percent of its global market share, according to the U.S. Steel Council.

In the course of the negotiations between the China International Atomic Energy Agency (CIA), BHP, SIT, Japan’s Ministry of Trade, Industry and Energy (MiETA), and HSI Energy, the CIA announced two objectives: to obtain an agreement on the China industrialization program with the Japanese government, and to facilitate the integration of new steel technologies to the Japanese steel program. Although this agreement will not come into effect yet, it must be signed over the next several weeks. As of 20 April 2014, there has been considerable progress in this negotiations. However, the Japanese government is pushing forward with a plan to build a new type of Japanese steel-for-non-tangible metal (N-Metal) unit. The plan has been finalized. It is not possible to estimate the total number of projects the Japanese government will participate in, and we intend to gather the results of the discussion in the coming days. With respect to the other projects within the China industrialization program, it is my view that Japanese plans to build Japanese-style-grade N-Metal units at NPTW (Navy Vessel Operations Centre) at Satsuma and Fujian in the next three years were fully approved by the Japanese government. This means that the first part of the Japanese N-Metal units (at Satsuma Naval Base and at Fujian Naval Base) would be complete in 2015. We have been working with the Japanese government to complete the N-Metal Unit at NPTW, and there is work taking place to build the Japanese-style grade unit next year, with the Japanese government making the design decisions on the construction dates and the final assembly line.
