The military draft is needed if there are insufficient volunteer troops in the military. Both the Senate and the House would have to sign a bill for the draft, and then the President would have to sign the bill. This is the only way the draft can come to be. Next, there is a lottery based on birthdays, which will decide the order in which registered men are called up by Selective Service. Everyone at the age of 18 has to be registered for the Selective Service. It is illegal if an eligible person is not registered. After the Selective Service picks who will be drafted by lottery, then the agency activates and orders its State Directors and Reserve Forces Officers to report to duty. Then the drafted soldiers will be off to war, but the soldier will have at least 193 days before they will be in boot camp.

The beginnings of cultures and nationalities have recordings of drafts. In the book of Numbers, versus 45 and 46 Moses and Aaron registered men over the age of twenty. People that were able to go forth to the war in Israel were forced to fight. They gathered up 600,000 men.

When Napoleon went to conquer Europe he used the draft. In thirteen years he drafted 2.5 mill French citizens to fight in wars.
The first president to propose the national draft was George Washington . George Washington used the draft in small battles and the war of 1812. His draft was not well organized and his soldiers were not trained. The men that fought usually ran and died. They just wanted to remain at home with their family work on the farm.

Draft Method
In 1917 the Draft Act was passed for WWI. The governments goal was to get 1,000,000 of Americas finest, healthiest and strongest men between the ages of 19-25 to fight in WWI. General Crowder was the man to think of the lottery pick. The lottery was simple and interesting. In 1917, the drawing was held in Washington D.C. 10,500 slips of paper were placed in a glassed bowl. Everyone that was registered had one number correspond to one of the 10,500 slips of paper. The papers were toughly mixed and blindfold person will just put his hand in the bowl and grab a number. Secretary Baker from the Senate Office building drew the picks and every time he picks a number four-and a half thousand men was drafted.
