This memo is authorized by Minister of Health Canada to respond how to satisfy the needs of aging population about health care system in Canada. In 2015, the number of baby boomers excessed the number of people that aged from 0 to 14.  It is predicted that aging population will count approximately 25% in 2036. Therefore, satisfying aging people’s needs in health care system is an important issue Health care system can be improved by enhancing primary health care, promoting appropriate drug use and providing community activities.Enhance Primary Health CareGenerally, aging people has a weakened immunity system; therefore, primary health care is important to them. Primary health care as the fundamental part of health care system includes illness treatment, health promotion and injury prevention. Having a regular family physician can ensure seniors receive the primary health care services. The family physician will be more familiar with seniors’s conditions and they will make more accurate judgement on seniors’ health conditions. As sometimes seniors need to wait more than six days to see a family physician, it is better to make a effective and efficient working system.
Psychological health care services will help seniors to modify their behaviors  to prevent and recover health problems. Good psychological conditions will lead people stay in a good mood which help them  Promote appropriate drug useAppropriate drug use will alleviate people’s suffering and cured it. Using multiple medications and inappropriate drugs are most likely to increase the “risk of drug interaction and side effect” which will lead people to be weaker than before. We have been working in collaboration with other provinces to address increasing prevalence of chronic diseases in the Canada health care system. However, the current legislation does not have adequate protections for seniors. As a result, nearly all Canadians remain dependent on prescription and hospital-based services after their first year of life. As many Canadians may not have access to adequate services at the same time as they become ill or suffering from some of the health-care-related conditions described in this report, the following two provinces and territories will be particularly difficult to get help on with seniors:
The Health Accord recognizes that “risk factors for chronic conditions exist, including chronic conditions among Canadians and their families, which may pose a new health risk for all Canadian families.” In addition, in some areas, including the provinces where all or part times are extended, the public service sector is more likely than private sector providers to be the most vulnerable.
Health Canada:
We have implemented the Health Accord within an effort to change public policy as a result of increased national and Canadian awareness of and interest by Canadian patients with chronic conditions. The Health Accord also supports an approach by Health Canada for improving health care quality, reducing costs and providing financial incentives for public-service programs.
Health Canada has consistently made it a priority to increase Canadians’ awareness of the importance of social services and other forms of treatment for issues ranging from Alzheimer’s disease and hypertension to smoking. It is Canada’s policy to support and promote community and public-service partnerships to improve the quality of public services. In particular, under the Health Accord, Health Canada will seek to ensure that health care services for Canadians aged 15 to 59 have access to health care providers who are willing to provide the best service possible for their care.
The Health Accord recognizes the importance of improving quality and provides to Canadians the ability to make informed decisions about services, such as to reduce the incidence of serious diseases. Under the Health Accord, Health Canada recognizes that there are increasing numbers of chronic illnesses in Canada because of the increasing incidence of those conditions among Canadians whose health outcomes have increased dramatically during their lives. The health-care provision in the Health Accord also recognizes that as Canadians become ill or suffering from some of the health-related conditions described in this report, the government of Canada will be committed to ensuring that Canadians receive the best and most effective treatment available for them at the most cost effective value.
