Specific Speech Purpose: After hearing my Speech, my classmates will argue that Rodolfo Noel “Jun” I. Lozada is not a credible witness.
Proposition/Claim: Jun Lozada is not a credible whistleblower.
INTRODUCTION
Attention Step:
Good speakers make a story float, but lacking substance the story sinks in a matter of time.
This morning, I am about to state some important points to prove that Mr. Rodolfo “Jun” Lozada, one of the primary witnesses in the ZTE-NBN controversy should not be considered credible. Currently the government is facing a crisis, regarding the supposedly alleged ZTE-NBN scandal.

Need Step:
This issue started when President Gloria Macapagal-Arroyo signed a contract in an economic forum in Boao, China. The contract consisted of five (5) projects; one of the projects was the ZTE-NBN deal.

Jun Lozada disclosed that the $ 329-million NBN project went through a flawed government procurement system.
Jun Lozada, the star witness, is an electronics and communications engineer and president of the Philippine Forest Corporation who served as a technical consultant to NEDA Director General Romulo Neri on the project.

Because he did not want to show up on court, he sought out the help of certain administration government officials such as DENR Secretary Lito Atienza telling him to leave the country first. However during the Senate inquiries, it has been found that, at the same time, he was also contacting opposition senators respectively, Senator Panfilo Lacson who already knew of his plans and Senator Jamby Madrigal.

During their golf games in Wack — Wack Country Club, Mr. Jun Lozada was told by Former Comelec Chairman Benjamin Abalos to protect their $130M in the NBN deal.

Out of his conscience, he returned P500,000 that was supposedly given to his brother by Deputy Exec. Sec. Manuel Gaite while staying at Hongkong because he was complaining that he had no money anymore.

Leo San Miguel, a surprise witness of Senator Panfilo Lacson denies that there were any kickbacks at the ZTE-NBN deal.
Mr. Leo San Miguel was a technical consultant of china’s ZTE Corporation.
In his Senate Inquiry, he denied the fact that he met the First Gentleman and said that he did not deal with the government agencies.
He explained that the project cost rose to $329 million when the NBN project was transferred to the Department of Transportation and Communications (DoTC) that wanted a wider scope of coverage of municipalities. Therefore contradicting claims of Mr. Lozada that the overpricing was for alleged commissions.
