INTRODUCTION
The National Centre for Persons with Disabilities (NCPD) is a non-governmental organisation located at #7-21 New Street, San Fernando. The organisation was originally known as the San Fernando Rehabilitation Centre and has been in existence for forty-four (44) years providing training and employment to persons with disabilities in Trinidad and Tobago. Their stated mission is “to provide persons with disabilities with effective and efficient training to enhance the quality of their lives and promote their integration into the wider community”. They do this by providing students with a variety of skill training such as:
Woodwork
Garment construction
Food preparation
Agriculture/Horticulture
Book Binding and Printing
Office Practice
Upholstery
Computer literacy
The company also provides a variety of business services and consultative services as well. In this paper we attempt to formulate a strategic plan for this organization by firstly assessing the environment in which they operate, investigating their stakeholders, assessing the internal position of the organisation, forecasting any important factors for the future and consolidating all the information into a SWOT analysis.
EXTERNAL ANALYSIS
The National Centre for Persons with Disabilities (NCPD) is a non-government organisation thus when assessing its external situation focus is placed on the economic environment and how this is impacting on sponsors to the organisation, rather than on competitor analysis, to do this we utilized the P.E.S.T.L.E format.
Political – both the current government and opposition do not make civil society a priority with respect to finances and time.
Economical – the Global financial crisis is having a direct effect on the organisation as it is stated the “Us recession that is dragging down the rest of the world”. In Trinidad and Tobago the fall in the price of oil and gas has resulted in a contraction of revenue for government. This has had a trickle-down effect on businesses and households. Both Government and private businesses has been of great assistance to NCPD when it comes to donations and fund raising events. Therefore, it was no surprise when the organisations chairman David C. Benjamin stated in the 2008 Annual report that the economic downturn had led to more than one of their sponsors revising downward their level of commitment to funding for expansion operations that began in 2008.
Social – the society of Trinidad and Tobago are not sensitized to the needs of people with disabilities, this stems from many citizens not being educated about disabilities and its impact on a persons life and as a result of this they are less inclined to donate towards the organisation.
Technological – there is a lack of technology in Trinidad and Tobago which prevents persons with disabilities from fully integrating in society ,for example most public transportation lack ramps that are essential for the disable to enter the bus. Ramps are also nonexistent in public places such as Libraries and schools.
Legal- there are few laws in place to protect the rights of the disable in Trinidad and Tobago and these few laws that are in place have no enforcement behind them. This is evident as discrimination in the workplace still exists where companies are hesitant to hire disable persons.
Environmental- in terms of the physical environment, Trinidad and Tobago is a small island so there is a lack of space for the organisation to expand and include all the facilities that will benefit the students.

HIGH POWER AND LOW INTEREST
These are the people provided with sufficient information to keep them up-to-date with the operations of the organisation, but not too much to overwhelm them. The Government is the number one donor to NCPD and without their contribution the organization will be very financially constrained, however they are not too interested in the daily operations of the organisation. The same reasoning can be said for the customers that purchase products from NCPD, their financial contribution is essential but they dont need nor require to be updated frequently with information. Corporations again will fall under this same explanation of invaluable financial contributions but little to none organizational
