State of North Carolina MOB Performance Method
The state of North Carolina has implemented a Management by objectives (MOB) performance method. As stated in their employee manual “It consists of three phases: (a) setting expectations for employee performance, (b) maintaining a dialogue between supervisor and employee to keep performance on track, and (c) measuring actual performance relative to performance expectations” (State Personnel Manual, Sect 10).

This method allows an evaluation to be “less subjective than others” (Noe, Hollenbeck, Gerhart, & Wright, 2007, p. 264). It appears from the detail of the State of NC that it was necessary to provide detail of what is expected of the employees, and rewarding them for accomplishing their goals. It also created a process for communicating the employee expectations and also offers training and development. The MBO method is liked by both the management and employees. This method allows for the employee to feel invested in the success of the company which in turn encourages performance.

For this method to be successful, the company should be aware of the circumstances pertaining to a given situation. For instance, an organization that stresses the number of customers served without reviewing customer satisfaction, may see sales decreased because of dissatisfied customers even when the number served is large (Noe, Hollenbeck, Gerhart, & Wright, 2007, p. 265).
