A) In order to reform education and morals in the mentally and, physically handicapped and the deviant members of society the Northern states enforced public schools to where students were taught the building blocks of stability and morality in the beginning of the 18th Century this held true until the 1820s when the asylums where made into state ran facilities, by having more patients and fewer dollars the facilities ran out of time and money to give personalized education
