Twelve year old, Tamir Rice, was shot and killed when police mistook his toy gun for a real one. So far the officers remain uncharged. Thirteen year old Tyre King was shot on September 14 2016 by the Columbus police because they thought he was carrying a real gun but it turns out it was a BB gun. This kind of behavior from our police is unacceptable as they are supposed to protect the citizens of the united states not kill them. And while I agree this behavior needs to change this bill is not the way to do it. For the following reasons I urge your negative vote on this piece of legislation.
First off this bill is too vague and abrupt. It doesn’t make sense that the bill only includes shootings not other forms of misconduct, Because although shootings seem to be more popular, there are other forms of misconduct. For example, Eric Garner was killed after he was put in an illegal chokehold by a police officer for selling loose cigarettes. Garner had said I can’t breathe eleven times but was not released. Also this bill is vague about how the board decides what goes to a grand jury. For example questions like: Does it have to be a unanimous decision or is it majority? Are not answered. This bill is also to abrupt because the time frame is too short so an effective review board cannot be worked out. Between now and January 1st 2017 we approximately have four months to create all of the review boards effectively. Rushing the government could lead to unwanted results and flawed review boards.
Secondly there is bias and overall ineffectiveness in the review boards and the Grand Jury. Because cops are part of the review board could this creates bias especially if they have worked with the officer in question. Also, just because a group has a voice doesn’t mean that it will get heard. The citizens representing minorities may get overruled by majority, although the bill doesn’t state about how these representatives
