In other words, transportation or transport refers to the movement of animal, people, and goods from one place to another (OECD, 2011). The different means of transportation include space, pipeline, cable, water, road and air. However, the field of transportation can be segmented on the basis of operations, vehicle and infrastructure. The transport infrastructure includes fixed installations of the pipelines, canals, waterways, airways, railways and roads and terminals like airports, bus stations, trucking terminals, railway stations, warehouses, refueling depots (fuel stations and fueling docks) and seaports. Moreover, the terminals installed at appropriate places can be used or interchange of cargo and passengers and also for maintenance. The operations of the transport industry analyze the way in which vehicles are operated (Bowen, 2010). Moreover, there is a proper procedure used that includes policies, legalities and financing. Besides this, in the industry of transportation, ownership of infrastructure and operations can be either private or public depending on the mode and country (Cole, 2005). Lastly, the vehicles that travel on these networks include aircraft, spacecraft, watercraft, helicopter, people, trucks, trains, busses, bicycles and automobiles. This paper will compare the transportation industry in Dubai and New York. Moreover, the comparison of agencies and their responsibilities in both the two countries will be made. In addition, the structure of transportation will be discussed to find out which country more efficient in transportation industry. 2.0 Transportation Agencies in Dubai and New YorkThis section discusses the transportation agencies that are responsible to manage, protect, maintain and develop the transportation system in Dubai and New York (Bowen, 2010). In Dubai, Roads and Transport Authority (RTA) is responsible for overall transportation system, whereas in New York, most of the transportation system is managed and maintained by Metropolitan Transportation Authority (MTA) and its agency of New York State Department of Transportation (OECD, 2011).2.1 Roads and Transport Authority (RTA) in DubaiThe Roads and Transport Authority (RTA) in Dubai, in the United Arab Emirates regulates the means of transportation (OECD, 2011). The mission of the Roads and Transport Authority (RTA) is to reduce the flow of traffic by providing more better and efficient means of transportation to its people. The Dubai’s transportation agency started its operations in the year 1998 when the government of Dubai restructured system to unite its transportation services in 2006 under the name of “RTA” accommodate the metro services and other facilities (Oxford Business Group, 2008). The Roads and Transport Authority (RTA) is responsibility works with a vision to provide smooth and safe transport for all. In addition, the Roads and Transport Authority (RTA) is liable to plan and execute traffic and transport projects in Dubai (Bowen, 2010). Moreover, the agency also prepare strategic plans and legislation, constructing and planning the Dubai Metro, establishing different integrated solutions of marine network and road system that are secure and are aligned with the economic development plans of Dubai and are of highest international standards (Oxford Business Group, 2008). Besides this, Roads and Transport Authority (RTA) plays an important role in the development of Dubai’s transportation and infrastructure where the administration is served by six agencies that include Licensing Agency Marine, Public Transport, Dubai Taxi, Traffic & Roads and Rail. The Roads and Transport Authority (RTA) has successfully made possible to provide an integrated and mass transport system for the Dubai’s traffic. The project of Dubai Metro started in September 2009 through Red Line that is followed by the successful launch of Green Line in the year 2011 (Oxford Business Group, 2008). Besides this, other projects of Roads and Transport Authority (RTA) include operation of automated toll collection with the help of Salik, Dubai integrated address method, free car-pooling through registration on the website of Sharekni, marine mass transit via abras and water-buses, air-conditioned bus shelters and other different projects that ensures smooth and safe transport for everyone (Brunn, 2011).2.2 Metropolitan Transportation Authority (MTA) and New York State Department of Transportation in New York, United StatesIn New York, United States, the Metropolitan Transportation Authority (MTA) is responsible for the administration and development of public transportation (OECD, 2011). Metropolitan Transportation Authority (MTA) serves as a public benefit corporation in 12 counties that lies in the southeastern New York, and two other counties that lies in the southwestern Connecticut under the agreed contract with the Connecticut Department of Transportation that carries more than 11 million passengers and 800,000 vehicles on its two tunnels and seven toll bridges on an average weekday (Great Britain: Department for Transport, 2004). Moreover, the Metropolitan Transportation Authority (MTA) is responsible to implement and develop a joint mass transportation policy for the region of New York metropolitan area that includes all boroughs of the city of New York and other suburban regions of Westchester, Suffolk, Rockland, Putnam, Orange, Nassau and Dutchess and all other that are a part of “Metropolitan Commuter Transportation District (MCTD)” (Perry, 2013).
