Public Transport Safety Act, 2013
Principle Issue
The basic issue for the development of this Public Transport safety Act, 2013’ is based on the recent public transport vehicles accidents occurred due to bursting/explosion of the CNG / LPG cylinders which kills many people mostly school children.
This Act would provide a clear guideline pertinent to use of alternate fuel in public transport, specially CNG and LPG cylinders. It would also help authorities to maintain strict check and balance over ill legal use of non-tested or substandard fuel cylinders in commercial transport vehicles.
This Act would also safeguard public interest and their basic right of safety and protection.
Advantages
Safety of commuters’ life.
It helps to convert public transport from CNG/LPG to petrol/ Diesel or other abundantly available fuel.
It will help to protect environment.
Disadvantages
The cost of travelling will increase as CNG or LPG is cheapest available fuel.
It will directly impact the low income group.
It will impact the sale of CNG and LPG pump owners.
Procedure:
The support for the issue would be taken from civil society, NGOs.
The movement would then be passed on to the mainstream society, via large scale internet based discussions and television ads.
The attached draft bill would be presented to the convened committee formulated by the regulator.
Once general consent has been attained on the act, the Ministry of Petroleum & Natural Resources would be approached.
The bill would then be passed on to the law ministry.
It would be then passed through the National Assembly and Senate, after which it would be approved by the President.
The result would be a comprehensive Act, which would safeguard the interests of the masses of Pakistan, by allowing them to use public and commercial transport safely.
