Al Jaber Engineering WLL, Qatar incepted the Project for Construction of Desalination plant in year 2009.This project being one of the significant importances for the country and of complex nature among the projects in construction industry, quality and performance was core prominence.
As part of assessment for the Quality Management this reports incorporates the essentials for Quality initiating from the Quality Planning to Quality Assurance and Controls. This report emphasises that though the field for Quality Management was pioneered by Joseph Moses Juran and was constantly improved by many researchers; and quality being defined in numerous aspects by many intellectuals, in case of Construction industry Quality Management is confined to contractual obligations. Hence it should be meticulously and vigilantly observed. Various principles and works of researchers have been applied to this project to understand the cohesiveness of Quality Management.
Thus it could be pragmatic that Quality in project could be obtained by quality planning, quality control and quality improvement. As such in this project there were flaws in the Quality and the procedures adopted it would be unethical to evaluate the faults base on the works of researchers.
Thus, to keep competition away it is essential to prioritise Quality Management. To maintain Quality in the project it is necessary for constant improvement and adaption of the sophisticated techniques and frequent training of the members with profound interest of top management.

1. INTRODUCTION
The project sampled in this report is Construction of a desalination plant where the contractor involved is AL JABER Engineering W.L.L., Qatar, a local firm. The Client is Qatar Electricity and Water Company (QEWC) a Government organisation and Consultant is Parsons Brinkerhoff. This project is of vital importance as it is the source for supply of potable drinking water to the country.
Quality Management is a principle of management that is driven by the constant attainment of clients or target markets satisfaction though the continuous enhance and develop more of all business firms or companies processes (Robbins, 1998). This report emphasises on the firms Quality Management techniques and choices utilised for the execution of the project. It also indicates the collective efforts of the various levels of management involved for achieving, maintaining and improving the quality. Beside this a potentially devastating consequence highlighted is the consumer dissatisfaction and other stern impacts over a defective or unsatisfactory product or service.
Finally the reports inferences that to improve quality individual processes must be examined and re-examined in an endless cycle of minute improvements (Kuratko, Goodale & Hornsby, 2001) thus quality management is never ending process and cannot be confirmed in any techniques or experience.
2. Need & Significance of Quality Management
The project that is being scrutinised in this report is categorised under Heavy Construction. The construction of the desalination plant is utmost significant to the country as this only the sole source for supply of potable water. As per the news in Arabian Business, the existing desalinated water reserves in Qatar can last only one-and-a-half days in an emergency. Beside this, as per the report of Business Monitor International (BMI), the Per capita consumption of water in Qatar is among the highest in the world. More than half of the countrys water goes to the agricultural sector, but demand from the countrys growing urban population is increasing. Similar studies conducted by various other agencies show domestic and commercial water requirements in Qatar have increased dramatically over the past one decade due to the countrys fast population growth. The Economic and Social Commission for Western Asia (ESCWA) forecasts that Qatar would witness a quantum jump in water demand from the agricultural and domestic sectors by that year. Thus the objective of this project was to erect a desalination plant that will meet the requirement of both the residential as well as industrial uses.
The construction of desalination plant involves sophisticated design, construction activities and technologies. Any insignificant error in the activities will lead to erroneous working of the plant. The construction has to be of high level standards to meet the requirement of the designs for the plant. Any negligence in the quality of the materials and execution process utilised in the construction of plant will lead to various flaws, structural
