The Party controls every aspect of life and sets strict guidelines. Every inner and outer party member has to worship Big Brother unless they are a prole. Proles are the lower class part of society. Winston is an outer Party member and works in the fiction department fixing history and the Partys faults. Winston feels frustrated by the oppression and rigid control of the Party, which does not allow free thought, sex, and any expression of individuality. His newly found, rebel love, is named Julia and together they create a strong devotion for each other which goes against all of the Partys values.

“Look, you don’t need to ask, is it because you’re the President of the United States?”
When the FBI agent in question asks him who he is, he replies they’re the FBI.
A man can see the light of day in a dark room; it’s not easy looking out and seeing the same thing over and over again. He is the son of an ex-FBI agent who was killed in the lines of the Soviet bombing in Afghanistan that is described in The Cold War:

FBI agents often do “frequently” go to the offices of the FBI and are not seen by the other agents, or even by their bosses.
The FBI often goes to offices of the CIA or even the State Department for more casual and routine spying on our world and most of us are unaware of it at all. (The FBI is not an intelligence organization.) In fact, one of the key points that all these agents make every day is the need to spy on us.
The Bureau is not meant to be a secret service. Agents are paid and are treated very seriously as much as private individuals or agencies. Agents who aren’t paid well deserve to be taken off the payroll and have their pay cut as soon as they are released from the FBI. Many agents, especially on the low-cost side, are not paid as much as is necessary for their jobs.
CIA officials are paid much less than their FBI counterparts. A National Security Agency report on CIA hiring practices from the mid-1970’s (on FBI personnel, intelligence, and other personnel), obtained by the ACLU, shows that the CIA was making nearly the same wage for agents in 1969 as for agents in 1964.
There are two principal reasons why FBI agents are being paid below the minimum wage. In the second-to-last chapter, Winston is forced into the final betrayal of Julia. Julia is the only person in the world whom Winston could have pushed between himself and the rats because she is the only person standing between him and the love of Big Brother which is a large issue to the party. As long as Winston loved Julia, and what she represented to him, he was able to believe in himself. Once he betrays that love, he violates his own humanity and can no longer love another human. And in Oceanic society, the only thing it is acceptable to love is Big Brother, the “face” of the Party. Which might not even exist. This abandonment of love is very important to the Party. In other words, Julia and Winstons love was the only barrier blocking them off from loving Big Brother at all. Basically, from loving the party.
