VĂ©lib is a bike system used by millions people in Paris. JCDecaux is worldwide famous company; its core business is to manage the billboards throughout the whole city. JCDecaux entered in Paris with the commitment, to run VĂ©lib process by facilitating 24,000 bikes and 1800 stations. (Bradshaw, 2008)
In return, the local city government allowed JCDecaux to put its billboards. JCDecaux, the parent company look after maintenance and service for the bikes. The company not only runs bike transportation system in Paris and also in other cities of different countries like in Vienna with the name City Bike Gevista, in Brussels with the name Cyclocity etc.
However, the experienced JCDecaux after a successful start in Paris got a reputable position. The city government appreciated and expected to continue with this system. People of Paris promote this facility by regular usage of bikes. The conjunction dropped because of decrease in vehicles on the road and pollution also becomes controlled. VĂ©lib became the world largest bike sharing system and prioritise the bike sharing facility among other transportation system.

1.1 Public bike sharing system:
This is not new concept; it got publicity in recent decades. In this system, bikes are available at stations; one can have the bike at low rates. Mostly these stations are in busy urban areas for short distances. The rent of the rides is very low that most of the people can use and afford bicycle. This environment friendly programme is getting acceptance gradually on a large scale in North America and Europe. VĂ©lib is one of these public bike sharing systems.
VĂ©lib system:
City Paris wanted to have a public bike system to decrease the car usage. The system was launched in 2007; however, the customer could rent a bike for short trips lasting 30 minutes. Public could have an online subscription or pay at the station. Every station has the facility to get a subscription. After getting the receipt costumer have to touch the screen to get the bike released form dock. Rider can leave the bike at any nearest station or dock.
As mentioned in the introduction, it was a joint venture of City Paris and JCDecaux. JCD got the contract after the successful launch of the same system in Lyon.
However, this started with the collaboration of JCD and city of Paris but later on, it became obvious that business and welfare programme cannot collaborate well.
